Synopsis

MIL TWR CTLR GAVE TRANSIENT ACFT A BUTTON FREQ CHANGE. ACFT HAD DIFFERENT SET UP AND PENETRATED TRACON AIRSPACE WITHOUT COORD.

Narrative

TWR DEP INSTRUCTIONS WERE; 'CLB RWY HDG TO 7000'...;' WHICH WERE READ BACK AND EVEN CONFIRMED A SECOND TIME. DURING CLB THROUGH 4500' THE GEORGE CTLR CLRED ME TO CLB TO 9000' AND CONTACT EDW APCH ON BUTTON 6. UPON FINDING THAT THE ACFT PRESETS WERE CHANGED DUE TO THE ACFT BEING RETURNED TO PEORIA; I THEN RETURNED TO GEORGE RAPCON TO OBTAIN THE FREQ. BY THE TIME I GOT OVER TO THE MANUAL SET FREQ; EDW COMMANDED ON GUARD CHANNEL AN IMMEDIATE RIGHT TURN TO 060 DEGS (RWY HDG WAS 170 DEGS); WHICH I DID. WHEN I CHKED IN ON EDW APCH I ASKED IF IT WAS THE PROPER FREQ; THE ANSWER WAS; 'WELL--NO.' I ASKED WHAT HAPPENED AND THE CTLR AT EDW RESPONDED WITH; 'POSSIBLE CTLR HDOF ERROR.' WHEN CHANGED OVER TO LA CENTER; I WAS GIVEN A PHONE NUMBER TO CALL WITH POSSIBLE PLT DEVIATION. THE REMAINDER OF THE FLT WAS UNEVENTFUL. THE LATER PHONE CALL REVEALED THAT THE TAPES WERE BEING PULLED TO PLACE THE BLAME. RECOMMENDATION: CTLRS SHOULD NOT GIVE PRESET CHANNELS; ESPECIALLY TO TRANSIENT ACFT. ONE CTLR SHOULD NEVER GIVE CLRNC INTO ANOTHER CTLR'S AIRSPACE W/O POSITIVE VERBAL CONTACT.
