ACR LTT HAD TO BE VECTORED TO DESTINATION BECAUSE FLT CREW DID NOT HAVE CURRENT AERO CHARTS ON BOARD.
DEPARTING BWI FOR BDR; ATC CLRED US 'V44 ON COURSE.' AFTER INTERCEPTING WHAT I THOUGHT TO BE V44; BWI DEP ASKED OUR HDG. I TOLD HIM 100 DEGS. HE SAID WE NEEDED TO BE ON THE 'NEW AND IMPROVED V44;' AND ASKED IF MY CHART DEPICTED PALEO INTXN ON V44. MY CHART DID NOT; AND I TOLD HIM NO. HE THEN ASKED IF WE HAD THE LATEST MARCH REVISION ON BOARD. MY CHART WAS NOT DATED 3/THU; AND I HAD NOT RECEIVED A 3/THU REVISION. I AGAIN TOLD HIM NO. HAVING ASCERTAINED THAT MY MANUAL WAS NOT UP TO DATE; HIS NEXT REMARK WAS A SNIDE; 'WHY NOT?' I CHOSE NOT TO RESPOND TO THAT BECAUSE I DIDN'T FEEL THAT IT WAS ESSENTIAL TO THE SAFETY OF THE FLT; OR GOOD RADIO PROC TO EXPLAIN THAT I HADN'T BEEN TO MY DOMICILE FOR SEVERAL DAYS AND IF THERE WAS A REVISION IN MY MAILBOX; I HADN'T RECEIVED IT. FINALLY; THE CTLR OBLIGED ME WITH THE INFO I NEEDED TO FLY THE COURSE THAT WAS INTENDED. WHEN HANDED OFF; WE WERE TOLD THAT THE NEXT CTLR WOULD; 'KEEP AN EYE ON US; BECAUSE WE DIDN'T KNOW WHERE WE WERE GOING!' THE REST OF THE FLT WAS W/O INCIDENT. I HAVE SUGGESTED TO MY COMPANY THAT PLTS SIGN FOR REVISIONS. IF A PLT HASN'T SIGNED FOR HIS REVISION BY THE TIME IT IS TO GO INTO EFFECT; THE COMPANY SHOULD TAKE CORRECTIVE ACTION BEFORE IT'S TOO LATE.
