ACR CAPT COMPLAINED ABOUT ATC HANDLING BY BOTH APCH CTL AND TWR WHILE ON VISUAL APCH.

Narrative

WE WERE CLRED FOR A QUIET BRIDGE APCH TO SFO RWY 28R. THE FREQ WAS OVERCONGESTED. THE CTLR HAD MORE TO DO THAN HE COULD HANDLE. ONE ACFT WAS ISSUED A CLRNC TO MAINTAIN VISUAL SEP WITH 2 ACFT AND CONTINUE. ONE SMT SIMPLY COULD NOT SEE TFC THAT THE CTLR WANTED HIM DESPERATELY TO SEE. IT WAS A MADHOUSE. APCHING THE BRIDGE; WE NOTICED WE WERE GOING TO RUN OVER AN SMT IF WE DIDN'T SLOW IN A HURRY. WE WERE NEVER ISSUED A FOLLOW OR MAINTAIN VISUAL SEP CLRNC. OVER THE HIGH SPAN I WAS ABLE TO GET INTO THE FREQ AND ASK IF HE WANTED US TO CONTACT THE TWR. THE ANSWER WAS YES. THE TWR FREQ WAS ANOTHER MADHOUSE. THE CTLR WAS TALKING FASTER THAN I HAD EVER HEARD A CTLR TALK BEFORE; AND I'VE BEEN TO ORD A LOT. ABOUT 1800' I GOT A CLRNC TO LAND. AT 1000' I NOTICED AN LTT ANGLING TOWARD US FROM THE LEFT. THERE WAS SOME TALK ON THE FREQ ABOUT AN LTT LNDG ON RWY 28R. AT 500' I ASKED THE CTLR WHAT WAS THE INTENTION OF THE LTT ON OUR LEFT. SHE SAID; 'HE IS LNDG ON 28L.' WE WERE NEVER ISSUED A VISUAL SEP CLRNC WITH THE LTT; NOR WERE WE ADVISED OF HIS PRESENCE. SOMEONE SHOULD PULL THE TAPES OF 134.6 AND 120.5 AND LISTEN TO WHAT GOES ON AT SFO; 3/TUE/88; XA45 TO XB45 PST.
