NMAC BETWEEN GA-SMT JUST AFTER LIFT OFF AND ACR-LGT BACK TAXIING ON THE RWY FOR TKOF.
UPON TAKING RWY AT GUNNISON ARPT; A UNICOM TAKING RWY ADVISORY CALL WAS MADE ON FREQ 122.7. THIS CALL WAS MADE PRIOR TO TAKING RWY 24/06. NO ANSWER WAS RECEIVED AND ACFT WAS TAXIED ONTO RWY AT APPROX XX22 LCL TIME. AS ACFT WAS ALIGNED TO TAXI TO END OF RWY 24; AN ACFT WAS OBSERVED ON TKOF ROLL ON RWY 24. NO EVASIVE ACTION WAS TAKEN AND ACFT PASSED OVERHEAD BY APPROX 100-125' ALT. ACFT WAS PAINTED WHITE AND WAS INVISIBLE WHEN RWY WAS VISUALLY CHKED PRIOR TO TAXIING ON RWY. SUBSEQUENT CALL TO UNICOM ESTABLISHED THAT SMT Y TOOK OFF AT APPROX TIME OF THIS INCIDENT. NO COM WAS ESTABLISHED WITH SUBJECT; SMT Y; AND NO COMMENTS/ACTIONS WERE TAKEN BY ANY ATC FAC. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: THE SMT WAS PAINTED WHITE AND ALL THE BACKGROUND WAS WHITE WITH SNOW SO BLENDED IN AND MAY HAVE BEEN WHY NOT SEEN. CANNOT BELIEVE SMT COULD NOT SEE THE LARGE LGT AND THINKS PROBABLY DID; BUT KNEW HE COULD LIFT OFF BEFORE THAT FAR DOWN RWY AND TOOK OFF ANYWAY. IMMEDIATELY AFTER PASSED TRIED TO CALL THE SMT ON CTAF 122.7; BUT NO ANSWER; SO HE APPARENTLY WAS NOT ON FREQ AND DEFINITELY MADE NO BROADCAST OF STARTING TKOF. RPTR ALSO FEELS THAT WHEN CHKED RWY BEFORE ENTERING THE SMT WAS PROBABLY MAKING TURN AROUND IN CUL DE SAC AT APCH END OF RWY 24. COMPANY OBTAINED ID OF SMT FOR RPTR PROBABLY THROUGH DENVER ARTCC. STATED COMPANY IS NOW CHANGING PROC SO DEPARTING FLTS DO NOT HAVE TO GO THROUGH SO MANY FREQS--3 WHEN DEPARTING. FAA IS INVESTIGATING AND HOLDING HEARING IN DEN IN A SHORT TIME.
