TRACK DEVIATION BY CORP LTT.

Narrative

UPON RECEIVING A CLRNC FROM IAD-FRG (CAPITOL 1 RADAR VECTORS TO PALEO V44 DONIL V229 MORTN CAMRN DIRECT); WE TOOK OFF ON RWY 1L. OUR INITIAL VECTOR WAS 340 DEGS; THEN EVENTUALLY WE WERE WORKED AROUND TO INTERCEPT THE 091 DEG R OF ARMEL (WHICH WAS NOT MENTIONED AT ALL IN THE ORIGINAL CLRNC). UPON INTERCEPTION OF THE 091 DEG R OF AML; WE THEN TURNED IN BAL 130 DEG R TO PROCEED TO PALEO. UPON INTERCEPTION OF THE 130 DEG R OF BAL; WE THEN TURNED IN THE 276 DEG R OF SIE FOR THE ON COURSE OF V44. WE WOUND UP BEING 1 DOT LEFT DEFLECTION AND THE CTLR; IN A HURRIED VOICE; THEN TOLD US TO TURN LEFT IMMEDIATELY TO HDG 030 DEGS. HE ASKED IF WE KNEW WHERE WE WERE GOING; AND I SAID; 'YES; V44; WE ARE SHOWING A LITTLE S OF THE ARWY.' HE SAID; 'A LITTLE? I SHOW 10 MI.' I BELIEVE THERE ARE 2 CONTRIBUTING FACTORS TO THIS INCIDENT. PALEO TO SIE IS 73 NM; AND AT THAT RANGE IT IS DIFFICULT TO INTERCEPT ACCURATELY; ALONG WITH THE QUICK COURSE CHANGE THAT WAS REQUIRED FROM THE 091 DEG R OF AML TO THE 130 DEG R OF BAL TO THE 276 DEG RO OF SIE. I ALSO BELIEVE THAT HIGH ALT; HIGH PERFORMANCE ACFT (JET TYPE) SHOULD NOT BE CLRED VIA VICTOR ARWYS WHEN OPERATING ABOVE FL180. WE WERE LEVEL AT FL210.
