UNCONTROLLED ARPT. COMMON ADVISORY FREQ (NO TWR) 122.9. TAXIED; CALLED TAXIING; STOPPED AT HOLD SHORT LINE; OBSERVED NO TFC; CALLED BACK TAXIING RWY 21 LANAI. BACK TAXIED (APPROX 1500') CALL TAKING OFF; DIRECTION ALT AND RWY. AS COMMENCED PWR TURN UP OBSERVED SMALL HIGHWING LIGHT ACFT APPROX 300' AGL IN A L TURN TO FINAL FOR RWY 3 (OPPOSITE DIRECTION). LANAI IS PUBLISHED R HAND PATTERN. I BROADCAST 'ACFT AT LANAI ARE YOU UP ON FREQ; ACFT AT LANAI; ACFT ON RWY; TAKE IT AROUND.' NO RESPONSE. I TAXIED TO THE FAR R SIDE OF THE RWY WITH MY R MAIN MOUNT APPROX 2-3' FROM THE GRASS. I CALLED AGAIN 'ACFT IN LANAI PATTERN; ARE YOU UP; DO YOU READ ME?' NO RESPONSE. SINGLE ENG ACFT LANDED; ROLLED FOR APPROX 4000' THEN TOOK OFF. ACFT BECAME AIRBORNE APPROX 100' FROM THE END OF 5000' RWY. I CALLED AGAIN; ACFT DID NOT RESPOND (MY TAXI AND LNDG LIGHTS WERE ON). I HAD TO PULL OFF ONTO THE GRASS TO KEEP ACFT FROM HITTING ME. ACFT PLTED BY GERMAN PLT WHO SUPPOSEDLY WAS FAMILIAR WITH HAWAII PROCS. (FLOWN HERE BEFORE). ACFT MISSED ME; OPPOSITE DIRECTION BY 50 TO 75' MAX. (RWY 5000' LONG 150' WIDE) WIND WAS 230/10 AS AN AFTER THOUGHT. RECOMMENDATIONS: FLYING SCHOOLS; ACFT RENTALS IN HAWAII ARE WAY TOO LAX. WITH THE SUN ANGLE; WE WERE ALL VERY FORTUNATE THAT I SAW HIM. RECOMMEND MORE STRINGENT CONTROLS BY FAA. WAY TOO MANY JAPANESE AND FOREIGN NATIONALS WITH ANY KIND OF FLYING LICENSE ARE ALLOWED TO FLY HERE. HAWAII RULES; ALT; ARE DIFFERENT THAN THE MAINLAND. TIGHTER CONTROL NEEDS TO BE EXERCISED/ENFORCED. QUITE FRANKLY; I'VE BEEN FLYING HERE FOR 13 MONTHS; AND I'M TIRED OF THIS. I'VE GOT 900 AIR CARRIER LNDGS AND HAVE COME CLOSER TO DYING HERE THAN IN COMBAT WITH 200+ MISSIONS AND CARRIER OPS. I'M A PROFESSIONAL; GUESS WHAT SCARES ME IS THE ONES I DON'T SEE! UNCONTROLLED DOESN'T MEAN OUT OF CONTROL!
