EMB135 First Officer reports Landing Gear Lever Disagree EICAS message upon selecting the landing gear lever to down. Missed approach is initiated; an emergency is declared; and gear is extended using manual extension handle. A safe landing ensues but with nose wheel steering failed the aircraft is towed to the gate.

Narrative

Upon Captain's call for landing gear I operated the landing gear lever at which time we received a 'landing gear lever disagree' message on the EICAS. We executed a missed approach and contacted Tower. We requested vectors to an area to trouble shoot the landing gear and declared an emergency. We executed troubleshooting procedures using aircraft operating manual. Gear eventually came down using manual operating handle. Informed ATC that gear was down and requested vectors back for approach and CFR to standby on the airport. We contacted flight attendant and informed him of the situation and told him to brief passengers for an emergency landing as we also had 'outboard brakes inop' due to complications with the landing gear (we had lost all hydraulic pressure in the #1 reservoir). Landing was normal. Upon taxiing off of the runway we lost steering control. The Captain stopped the aircraft on the taxiway and I requested a tow into the gate. At the gate checklist was performed to termination and maintenance was contacted.
