A Maintenance Supervisor reports his component shop Lead and a shop Technician noted that one of the serialized and time tracked apex pin's for an unserviceable Q-400 Main Landing Gear (MLG) stabilizer stay; was not part of the removed models stab brace required apex pins.

Narrative

While performing component maintenance in accessory shop; shop Technician noted to Lead Technician that one of the serialized and time tracked apex pins for an unserviceable Q-400 Main Landing Gear (MLG) Stabilizer Stay P/N 46400-XX; was not part of the removed models stab brace apex pins. The apex pin; Part Number (P/N) 46418-Y; is part of the stab stay model that was installed onto a Q-400 in and should have been installed with the assembly.The component routed to the accessory shop had a serialized pin that was part of the assembly installed on a Q-400.Maintenance personnel did not ensure the serviceable assembly was installed with all the parts that complete the assembly. The Q-400 stabilizer brace assembly P/N 46400-xx has two P/N 46418-Y apex Ppns that are serialized and time tracked parts of the assembly and are to be installed when changing the assembly. The accessory shop Lead Technician contacted the records Supervisor to create an Engineering Order (EO); to verify the S/N of the pin installed on an aircraft (and noted in) aircraft update; or to replace the pin with the (correct) serialized # XX0000; that is part of the installed stab brace assembly's model.Maintenance technicians need to be fully aware that components with attaching hardware are part of an assembly's Model and must be fully removed and replaced when performing component changes.
