ATX LTT DID NOT COMPLY WITH POM 1 SID CROSSING RESTRICTION AT KARYN INTERSECTION.
RECEIVED THE FOLLOWING CLRNC FROM ONT CLRNC DELIVERY: 'LTT # CLRED TO COS VIA THE POM 1 DEP DAGGETT TRANSITION AS FILED; CLB AND MAINTAIN 12000; EXPECT FL390 10 MINS AFTER DEP; CONTACT DEP CTL ON 125.5; SQUAWK XX77.' WE DEPARTED RWY 26L AT ONT AND WERE HANDED OFF TO DEP CTL. RPTED ON THAT FREQ WITH THE FOLLOWING PHRASE: 'LTT 3700; CLBING 1-2-THOUSAND.' THE CTLR ACKNOWLEDGED US. AT THIS POINT THE CTLR KNEW WE SHOULD BE CLBING TO 7000'; NOT 12000'; BUT WE WERE NOT QUESTIONED. THE FREQ WAS NOT BUSY. I FEEL NOW HE INTENTIONALLY LET US GO ON JUST TO SEE HOW FAR WE WOULD GO. UPON PASSING APPROX 7500'; THE CTLR TOLD US WE SHOULD BE MAINTAINING 7000'. THEN HE ASKED IF WE WERE CLRED THE POM 1 SID. I ACKNOWLEDGED YES. THEN HE CAME BACK AND SAID MAINTAIN 8000'. NO EVASIVE ACTION WAS REQUIRED; THERE WERE NO OTHER ACFT IN THE AREA. I VERIFIED THIS WITH A PHONE CALL TO ONT TRACON AFTER LNDG IN COS. IT SEEMS TO ME THAT THE XING RESTRICTION AT KARYN INTXN ON THIS SID CAN EASILY BE MISTAKEN AS 'TO CROSS AT OR ABOVE 7000';' THE REASON BEING THE LAST ALT CLRNC WAS TO CLB AND MAINTAIN 12000'. THE POM VOR HAS A CROSS AT OR ABOVE RESTRICTION; SO YOU TEND TO THINK ABOVE AND LASTLY THE MINIMUM ENRTE ALT FROM POM VOR TO KARYN INTXN IS 10000'. WHY HAVE A XING RESTRICTION ALT BELOW THE MEA? I BELIEVE THIS INCIDENT OCCURRED AS A DIRECT RESULT OF CONTRADICTORY ALTS IN THE POM 1 SID; AND ALSO THE ISSUED CLRNC FROM ATC. A SIMPLE REMEDY TO THIS IS HAVE CLRNCS ISSUED AS CLB AND MAINTAIN 7000'. CHANGE THE MEA FROM POM VOR TO KARYN INTXN (A 2 MI DISTANCE) TO 7000' OR USE THE HASSA 4 DEP SOLELY. THIS WAS THE SID WE USED WHEN WE FILED OUR FLT PLAN. SINCE THIS TIME; I HAVE MET SEVERAL PLTS WHO HAVE DONE THE VERY SAME THING. I BELIEVE THIS IS A RECURRING PROB AT ONT AND AN IMMEDIATE CHANGE IS NEEDED BEFORE A MAJOR MISHAP OCCURS. THANK YOU. SUPPLEMENTAL INFO FROM ACN 86914: THE POM 1 DEP HAS A CONFLICT OF INFO IN THAT THE MEA NW OF POM INDICATES 10000'; HOWEVER; THE XING RESTRICTION AT KARYN INTXN HAS A LIMITATION OF 7000' OR BELOW. THESE RESTRICTIONS ARE MUTUALLY CONFLICTING; SO THAT THE PLT MAINTAINING 7000' (OR BELOW) WILL BE IN VIOLATION OF THE MEA AND THE PLT MAINTAINING THE MEA OF 10000' WILL BE IN VIOLATION OF THE XING RESTRICTION. SUGGEST DELETION OR CHANGE OF MEA INFO TO APPROPRIATE MUTUALLY COMPLIMENTARY ALTS.
