COMMUTER LTT ADVISED THAT NIGHT PRACTICE APCHS ARE NOT PERMITTED AT SCK. ACFT WAS STARTING A VISUAL CIRCLING APCH WHEN FSS INTERVENED.

Narrative

TRNING FLT FOR COMMUTER AIRLINE ORIGINATED SACRAMENTO METRO. A HVY WDB WAS CONDUCTING PRACTICE APCHS AT SMF; SO I ELECTED TO CONDUCT PRACTICE APCHS AT SCK. WE CALLED FINAL APCH FIX INBND ON THE VOR 29R APCH; CIRCLE TO LAND 11L AT SCK. A MINUTE OR 2 LATER; THIS GUY IN THE FSS COMES BACK AND ASKED IF I WAS FAMILIAR WITH THIS LETTER OF AGREEMENT. I SAID; 'NO; I'M NOT; WHY DON'T YOU READ IT TO ME?' HE GOT MAD AND SAID IT WAS IN THE AIM AND IT WAS (BASICALLY) AS FOLLOWS: AT NIGHT; NO PRACTICE APCHS; NO CIRCLE TO LAND APCHS; NO LOW APCHS; NO TOUCH AND GOES; NO PARKING; NO SPITTING AND NO FISHING FROM THE BRIDGE. I SAID 'FINE;' AND LEFT THE AREA AS QUIETLY AS I COULD. I HAD WITH ME A FULL SET OF COMMERCIAL CHARTS; AND A FULL SET OF VFR CHARTS. THUMBING THROUGH THE CALIF 'S'S' IN THE COMMERCIAL CHART; FROM SACRAMENTO TO STOCKTON; I DID FIND THAT OUT OF THE 18 ARPTS WITH APCHS; 8 PUBLISH A NOISE RESTRICTION OF ONE TYPE OR ANOTHER RIGHT ON THE ARPT CHART; WHILE 10 DO NOT. SCK DOES NOT. I REALIZE THAT I AM LEGALLY AND MORALLY BOUND TO FAMILIARIZE MYSELF WITH ALL AVAILABLE INFO CONCERNING THAT FLT. I DO NOT TAKE THE ACFT WHERE IT IS NOT WELCOME. HOWEVER; AT THE TIME I DECIDED TO GO TO SCK; I DID NOT HAVE AN AIM FAC DIRECTORY ON BOARD. OBVIOUSLY; I COULD HAVE CALLED FLT SVC AND ASKED THEM TO READ IT TO ME BEFORE I LEFT; BUT THIS SHOULD BE PUT ON COMMERCIAL CHARTS AS A MATTER OF STANDARDIZATION. AND ON A MUCH BROADER SCALE; THIS WHOLE NOISE PROB NEEDS TO BE STANDARDIZED. EVERY ARPT HAS ITS OWN LITTLE RESTRICTIONS. IT'S STARTING TO BECOME ANNOYING TRYING TO KEEP TRACK OF WHAT YOUR ACFT DB IS AND WHERE IT IS PERMITTED AT WHAT TIME; ETC.
