DEV CTLR AND ISTR ALLOWED SMT TO LAND OVER THE TOP OF ANOTHER SMT IN POSITION ON THE RWY.
I WAS OJT ON LOCAL CTL EAST. SMT X CALLED APPROX 5 SE OF TULSA FOR LNDG RWY 35R. HE WAS SUBSEQUENTLY CLRED TO LAND. LTT Z CALLED READY AND WAS CLRED FOR TKOF (RWY HEADING) ON RWY 35R. I IMMEDIATELY AFTER THE TKOF CLRNC WAS ISSUED TO LTT Z; SMT Y WAS INSTRUCTED TO TAXI INTO POSITION HOLD RWY 35R. PRIOR TO THE SMT Y DEPARTING; A FLT OF TWO TWINS DEPARTED RWY 35L WANTING AN EAST DEP. WERE RESTR TO RWY HEADING DUE TO THE STRAIGHT OUT DEP OF LTT Z. WHILE I WAS EXPLAINING ANOTHER WAY TO ORK THE TWO TWINS EBOUND SMT X THAT HAD BEEN CLRED TO LAND 35R ASKED IF HE WAS SUPPOSED TO LAND OVER THE TWIN IN POSITION. AT THIS TIME; THAT ACFT HAD ALREADY PASSED WELL OVER THE TOP OF THE ACFT ON THE RWY AS HE WAS ON AN ABNORMALLY HIGH APCH. I INSTRUCTED THE TRAINEE TO ALLOW THAT ACFT TO LAND AS SENDING HIM AROUND AT THAT POINT WOULD HAVE BEEN MEANINGLESS. SEVERAL THOUGHTS ON THE SITUATION: IT OCCURRED BECAUSE OUR ATTN WAS NORTH OF THE ARPT TRYING TO APPLY VISUAL BETWEEN LTT Z OFF 35R AND THE 2 TWINS OFF 35L WANTING TO TURN EAST. TOO MUCH TIME WAS SPENT DISCUSSING ALTERNATIVE COURSES OF ACTION TO TAKE TO EXPEDITE THE EAST DEP OF THE TWINS. NO REAL EVASIVE ACTION WAS REQUIRED BY THE PLT LNDG AS HE WAS ON A STEEP APCH. SEVERAL OBSERVATIONS: THE PLT ON FINAL HAD AMPLE TIME TO ALERT OUR ATTN TO THE ACFT ON THE RWY. HOWEVER HE WAITED UNTIL HE WAS ALREADY ABOVE AND BEYOND THE ACFT ON THE RWY. WAIT UNTIL DEBRIEFING TO DISCUSS ALTERNATIVE WAYS TO WORK THE SITUATION. HAVE THE COORDINATOR POSITION MANNED DURING PERIODS OF OJT REGARDLESS OF THE TYPE OR COMPLEXITY OF THE TFC BEING WORKED.
