An A319 First Officer discovers that the shipset's Flight Manual is completely out of date even though the update page had been initialed throughout the year indicating that the manual had been updated.
I was reviewing the shipset's Flight Manual in preparation for my upcoming Proficiency Check. I noticed that the entire Maneuvers section was missing. Upon further inspection; I noticed that although the log pages were current; as were the update page where the updater dates and initials the updates are posted - all of the last year's worth of updates (all of 2009) were not made. This included the entire IRREGULAR section as well as the EMERGENCY PROCEDURES sections - they were all out of date. It appears that a previous First Officer had swapped out his outdated Flight Manual for the shipset's current Flight Manual; but transferred the log pages and the update pages - to make it look like a current manual. I sent an ACARS to Dispatch; requesting that they notify the company to have someone bring out an updated Flight Manual to the aircraft before it departed on its next leg. I'm writing up this report because not only would this be a violation of company and FAA procedures and rules; but may as well be a criminal act.
