Synopsis

ACR LGT ALT DEVIATION CROSSING RESTRICTION NOT MET DURING DESCENT TOWARD ABE.

Narrative

WE WERE ISSUED A DSCNT CLRNC TO CROSS 5 MI W OF ABE AT 13000' TO 19000'; FAIRLY CLOSE TO THE FIX. THIS REQUIRED A HIGH RATE OF DSCNT. I MISSED THE XING BY APPROX 1-2 MI. THE CTLR QUERIED OUR ALT AND THE F/O RPTED OUT OF 13800' FOR 13000; MY ALTIMETER SHOWED (AS I RECALL) APPROX 13500 FOR 13000' AT THAT TIME. CTLR ADVISED THAT WE HAD MISSED THE XING WITH A BIT OF A CHUCKLE IN HIS VOICE. I BELIEVE THAT THERE WERE MANY DISTRS ON THE COM FREQ WHICH REQUIRED A STRICT LISTENING WATCH. WE WERE FLT ED; THERE WAS A FLT EABD AND FLT ACD; ALSO ON FREQ WITH OTHER ACFT. THESE DISTRS AND THE FACT THAT MY CREW AND I HAD BEEN ON DUTY FOR ALMOST 14 HRS AT THAT POINT AND WERE ALL BEGINNING TO TIRE CONTRIBUTED TO OUR MISSING THIS XING RESTRICTION. THERE WAS ALSO SOME TURB REQUIRING A SIMULTANEOUS SLOWING OF THE ACFT WHICH CONTRIBUTED. PROBABLY SHOULD HAVE ADVISED THE CTLR THAT IT WAS GOING TO BE A TIGHT XING RESTRICTION; BUT I GUESS THE FREQ CONGESTION ALTERED THAT POSSIBILITY. I DID CALL THE NY CENTER ON ARR AND SPOKE TO THE CTLR WHO STATED THAT THERE WAS NO PROB OR CONFLICT; ETC; AND THAT HE MENTIONED IT TO ONLY MAKE US AWARE. HE DID SAY THAT AT TIMES THAT AREA IS CONGESTED AND THAT ONE COULD HAVE A PROB THERE IF THE OTHER AREA ARPT DEPS AND ARRS ARE HEAVY.
