DEN Controller questioned Tower position staffing assignments indicating controllers were not matched with position workloads.

Narrative

This report is one of many that could be filed; as it happens often. It has to do with the mismanagement of staffing; causing a dangerous situation. For this one; all four locals were open. We were landing north on Runway 35L/R; departing everything else. Wind came through with a storm and micro-bursts made the east side of the airport unusable. Local 1 was open for 30 minutes without talking to a single aircraft. Runway 25; which was the only responsibility of Local 3 was also not being used for winds. During 1.5 hours; three aircraft departed that runway. All arrivals were landing 34R/L and all departures off the same runway. These were the responsibility of Local 4 and Ground 4. They handled several hundred aircraft without a coordinator position open; while 2 other Local Control positions just wasted staffing. The second that we were no longer departing Runway 8; Local 1 should have closed. At that time; that CPC should have opened Cab Coordinator on the west side to be extra set of eyes during a very busy and complicated session.
