Synopsis

VEHICLE CLEARED ONTO RWY 13R FOR INSPECTION WITH SMA LNDG; RESULTING IN LESS THAN STANDARD SEPARATION.

Narrative

I WAS WORKING GND CTL ON 7/TUE/88 AT APPROX XA00 LCL. PRIOR TO THE INCIDENT; KENNEDY WAS OPERATING LNDG 22L; DEPARTING 22R; WITH OVERFLOW ARRS; MAINLY PROPS; LNDG 13R. I WAS INSTRUCTED TO PREPARE FOR A RWY CHANGE; TO DEPART 13R; LAND 13L; OVERFLOW ARRS TO 22L. I CALLED ON FREQ FOR THE BIRD CARS TO SWEEP THE 13'S. VEHICLE CALLED ME AT THE APCH END OF RWY 13R DUE TO POOR COORD ON MY PART; I MISUNDERSTOOD THAT RWY 13R WAS MY RWY; WHEN IN FACT IT STILL BELONGED TO LCL FOR OVERFLOW ARRS. I AUTHORIZED CAR #78 TO PROCEED ON 13R FOR THE BIRD SWEEP. THE LCL CTLR; UNAWARE OF MY ACTION; CLRED AN SMA TO LAND 13R AS HE (LCL) INSTRUCTED THE SMA TO TURN OFF THE RWY AND CONTACT GND; HE OBSERVED THE VEHICLE ON THE RWY. THE SMA LANDED AND EXITED WITHOUT INCIDENT AND AFTER FURTHER PROPER COORD; THE BIRD SWEEP WAS COMPLETED AND CAR EXITED 13R. I BELIEVE THE SITUATION OCCURRED BECAUSE OF A LACK OF PROPER COORD ON MY PART. ONE CONTRIBUTING FACTOR IS THE DISTANCE FROM THE TWR TO THE APCH END OF RWY 13R; BECAUSE ALTHOUGH HE SCANNED THE RWY PRIOR TO ISSUING LNDG CLRNC; THE LCL CTLR COULD NOT; OR DID NOT SEE THE VEHICLE.
