A319 First Officer experiences flap ECAM during approach when the flap handle is moved to the 2 position. ECAM procedures are complied with and full slat zero flap landing ensues.

Narrative

[We were on a] normal arrival for a visual approach. On lowering flaps to 2; there was an ECAM 'FLT CONT/FLAP ALIGNMENT' as turn was being made to final. Aircraft was leveled-off and Approach Control informed of the termination of the visual approach. Vectors were given for an extended downwind leg to troubleshoot the problem. Attempts were made to cycle the flaps. Only slats were available with the flaps locked up. The Captain (Pilot Not Flying) proceeded to go through the ECAM Irregular checklist; the Abnormal Landing checklist; irregular landing distance computation; and to communicate with the passengers and cabin crew. The end result was a flaps three landings with Vref + 25 KTS (148 KTS); runway available 8;500 plus and clearance provided to land by Tower. Runways were dry and winds were 300/11. Trucks were available and rolled into position. Medium brakes were selected and flying characteristics were reviewed. Auto-pilot was used to 500 FT AGL and a normal landing was accomplished. Cleared the runway and brake temps were normal. [We] proceeded to the gate for a normal shutdown. Maintenance was notified.
