Synopsis

ZBW Controller voiced concern regarding the North American Route Program (NRP) and individual air carrier participation. ZBW's workload is significantly increased because of their initial facility status.

Narrative

Sector 46 called Sector 17 and instructed the Controller to issue a preferred route to the B767. The B767 was on a non-preferred route because they were participating in the North American Route Program. The B767 had NRP in the remarks section of flight plan. Sector 17 requested assistance from the Controller in Charge in getting clarification and coordinating with Sector 46 through their FLM that the B767 being on a NRP route; did not need to be put on a preferred route. We were told that this aircraft needed to be put on a preferred route. This is only one report but this is a weekly problem. Operators are following FAA Rules and Orders for NRP; and are getting their routes changed because certain sectors do not like the routes. Being the first Center Sector it always falls to us to change these routes. When it is busy; we do not need this extra work load. If the operators cannot fly the NRP routes; cancel the program. If the FAA knows in advance certain routes will be a problem; follow their own rules. Cancel the NRP program; it does not work in the north east.
