Synopsis

PENETRATED THE CTL ZONE OF MILITARY BASE WHILE OPERATING ON VFR FLT PLAN AND IN CONTACT WITH APCH CTLR.

Narrative

WE WERE INBND TO FAI WHERE THE WX WAS 3500' BROKEN; VIS 10 MI AND LIGHT RAIN. WE HAD CROSSED OVER THE SALCHA RIVER LOOKING AT CABIN ONE OF THE PAX WAS BLDG. WE THEN HEADED DIRECTLY ACROSS THE LOW HILLS TO THE TANANA RIVER XING ABOUT 2 1/2 MI E OF THE EIELSON AFB VOR. THE FLT PATH WE WERE ON TOOK US ACROSS THE FINAL APCH PATH FOR ACFT LNDG ON RWY 31 AT EIELSON. WE HAD DSNDED TO 1500' MSL TO BE WELL BELOW ANY TFC. AFTER WE HAD CROSSED THE FINAL APCH PATH; I LOOKED OUT THE SIDE WINDOW AND SAW AN MLT ON FINAL APCH AT ABOUT 2 MI DISTANCE APPROX 1500' ABOVE US. BECAUSE INBND IFR ACFT COULD (SHOULD) NO DSND BELOW 2200' PRIOR TO PASSING THE VOR INBND I FELT WE HAD LOTS OF VERT SEP AND HORIZ SEP I WAS NOT CONCERNED. PRIOR TO THIS OCCURRING I HAD BEEN MONITORING FAI APCH AND THEY HAD GIVEN ME A CODE TO SQUAWK AND I WAS ON MODE C. I DO NOT FEEL THERE WAS A PROB; BUT IN ORDER TO PROTECT MYSELF I AM FILING A RPT. I DO NOT HAVE THE CURRENT WX AT EIELSON THE TIME THIS OCCURRED; BUT IT WAS MUCH BETTER; 3500-4000' BROKEN WITH 15 MI VIS AND NO RAIN; THAN WAS FAIRBANKS WHEN WE LANDED ABOUT 20 MINS LATER. WE HAD NOT BEEN ADVISED OF ANY INBND TFC FOR EIELSON OR OF ANY CONFLICTS WITH XING WHERE WE DID. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: MLT WAS AT LEAST 4 MI DISTANCE WHEN SIGHTED. SINCE HE WAS TALKING TO FAI APCH CTLR AND RECEIVED A TRANSPONDER CODE; HE ASSUMED HE WOULD BE CLEAR THROUGH THE CTL ZONE. HAD NOT RECEIVED ANY REQUEST FOR INFO FROM THE FAA TO THIS DATE. CYA RPT.
