DURING WX AVOIDANCE ACR GOT IN PROX TO WARNING AREA. FLT CREW REFUSED TURN INTO TSTM AND ALSO REFUSED TO SQUAWK CODE 7700.
THIS IS SUBMITTED OUT OF CONCERN THAT THE CTLR MIGHT FILE ON OUR FLT. WE WERE EBND S OF TLH AND A REQUEST TO DEVIATE N TO AVOID TSTMS WAS DENIED. A VECTOR TO THE S WAS ASSIGNED. IN THE VICINITY OF LEGGT INTXN; A LINE OF TSTMS MANDATED A MORE SOUTHERLY DEVIATION. THE CTLR BECAME UPSET OVER OUR PROX TO THE ADJACENT RESTR AREA AND ATTEMPTED TO VECTOR US INTO THE TSTMS AND TO MAKE US SQUAWK 7700. NEITHER REQUEST WAS COMPLIED WITH AND WE WERE IMMEDIATELY TRANSFERRED TO THE NEXT SECTOR W/O FURTHER DIFFICULTY. VECTORING THE FLT S WITH THE KNOWLEDGE THAT THE RANGE IN THE RESTR AREA WAS HOT MIGHT HAVE BEEN THE ROOT PROB. I DON'T SEE THIS AS A BIG DEAL; BUT THE REQUEST TO SQUAWK 7700 IS AN INVITATION TO PAPERWORK. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: DISCUSSED RAMIFICATIONS OF SQUAWKING CODE 7700. I TRIED TO EXPLAIN TO RPTR THAT CTLR WAS PROBABLY TRYING TO ENSURE THAT HIS ACFT WOULD BE NOTICED ON SCOPE OF MILFAC CTLR WORKING TFC IN WARNING AREA; OR ON SCOPE OF OTHER ARTCC SECTOR CTLRS. I ALSO TRIED TO TELL RPTR THAT THERE PROBABLY WOULD NOT BE ANY PAPERWORK INVOLVED FOR HIM IF HE COMPLIED WITH ATC INSTRUCTION FOR 7700 CODE. INCIDENT WAS OVER 30 DAYS AGO AND RPTR HAS NOT HAD ANY FOLLOW UP FROM FAA. DOES NOT THINK THEY ACTUALLY GOT INTO W 470 AREA. NEXT CTLR HANDLED FLT CALMLY AND ROUTINELY.
