An Engine Shop Mechanic reports his Air Carrier should establish better Quality Control over a Contract Maintenance Vendor who performs Quick Engine Change (QEC) builds on their General Electric CF34-3B engines. Engine was received with a signed Serviceable PMI Tag; but Vendor RII Inspections were not adequate.
General Electric CF34-3B1 engine Serial Number (S/N) XXXX was received at ZZZ Maintenance from the Quick Engine Change (QEC) build Contract Vendor XXX [from] out of state with a Serviceable Principal Maintenance Inspector (PMI) Tag; fully QEC'd [completed]; less [without] mounts and Line Replaceable Units (LRU's) installed. Additional Serviceable remarks noted only one; non-typical discrepancy which concerned a bushing installation on the thrust reverser lower track. Power Plant Manager was aware of this item and had briefed; it had to be taken care of. A component Work Order (WO) was created for installation of engine mounts and LRU's. WO #XXXX. Five additional discrepancies were noted; two of which are significant: 1) The upper Thrust Reverser track forward support bracket for stang fairing attachment had no nutplates installed. No additional item noted on the additional Serviceable remarks form. The bracket was new; as there were no holes in it; for the attachment fasteners to secure the Stang fairing. 2) The # 8 Thrust Reverser Blocker Door lower hinge point; attach point; was missing the securing locknut. This is a Required Inspection Item (RII) item. Need to establish better control over Vendor accomplished work. The two significant items reflect lack of Quality Control for proper documentation of work not completed and Required Inspection Item not complied with.
