CE560XL crew is instructed to hold short of Runway 3/21 at A3 by TUS Ground Control. Upon checking in with Tower holding short the CE560XL crew is instructed to hold short of Runway 11L. After moving forward it is discovered there is only one hold line for all runways and an aircraft on final for Runway 11L is instructed to go-around.
We were cleared to taxi via Taxiway D1; D; and A3; hold short of Runway 3/21 by Ground Control and told to contact Tower upon reaching the hold markings on Taxiway A3 at Runway 3/21. Upon contacting Tower we were instructed to hold short of Runway 11L. Upon receiving this instruction I assumed there was a separate hold line for Runway 11L and began taxiing across the hold line for Runway 3/21 at Taxiway A3. When crossing this hold line I realized that there was not a separate hold line for Runway 11L. I promptly turned right onto Runway 3/21 to leave the extended centerline for Runway 11L. An aircraft on final was asked to go-around. We had the airport diagram out as we were taxiing; but it was unclear as to whether there was a hold line for Runway 11L at Taxiway A3. Construction was occurring on Taxiway A; closing many of the exit taxiways off of Runway 11L. Aircraft were having to back taxi on the active runway to exit the runway at Taxiway D and Runway 11L thereby causing confusion and crowded conditions at the intersections around where Runways 11L/29R and 3/21 intersected. We need to be more vigilante and heads up when operating on an airport; especially when construction is occurring. Quiz ATC if any doubt. Making the hold short lines and markings more apparent and accurately named. It would have also been helpful if ATC could have instructed us to hold short of Runway 11L at our current position; since there was not a hold short sign or markings for Runway 11L at that intersection. After reviewing the airport diagram; we never entered Runway 11L; only the extended centerline for Runway 11L.
I taxied CE560XL from the north ramp across Runway 3/21 at Taxiway D1; via Taxiways D and A3 to Runway 11L. I later asked CE560XL to taxi ahead and to his right; onto Taxiway A3 to clear Taxiway D for opposite direction traffic; and instructed him to hold short of all runways at Taxiway A3. CE560XL acknowledged; but did not read-back the hold short instructions. I observed CE560XL hold short of all runways at the appropriate location. Sometime later; CE560XL contacted Tucson Tower requesting takeoff clearance; and advised holding short of Runway 21. The Tower Controller instructed CE560XL to hold short of Runway 11L; which was read-back correctly by the pilot. I then saw CE560XL taxi onto the under-run area of Runway 11L and onto Runway 21. The Tower Controller instructed CE560XL to exit Runway 11L and issued a go around to B737 on approximately a mile final. I do not know whether the missed read-back on Ground Control contributed to the runway incursion or not. I do not have any recommendations that would prevent this type of event from occurring in the future. The aircraft was stopped; the Controller instructed the pilot to hold short of the runway and the pilot taxied onto the runway after reading back the hold short instruction.
