TAXIING ACR PASSED TOO CLOSE TO ANOTHER ACR AND DURING MANEUVER LEFT THE DESIGNATED TXWY. REPORTERS ALLEGE UNPROFESSIONAL ACTION BY FLT CREW OF ACR Y.

Narrative

I WAS IN COMMAND OF ACR X. I HAD JUST DEPARTED GATE AND WAS TAXIING OUT TO RWY 13 AT LGA. GND CTL HAD CLRED US TO TAXI ON Z AND N TO THE OUTER TXWY TO HOLD SHORT OF RWY 22. ONE OF OUR COMPANY ACFT HAD PUSHED BACK ON Z AND WAS BLOCKING MY ACCESS TO N TXWY SO I ASKED GND IF I COULD TAXI PRESENT POS VIA W TXWY TO THE OUTER AND WAS GIVEN CLRNC TO DO SO AFTER GIVING WAY TO AN INBND ACFT ON THE inner TXWY. THE ACFT ON THE INNER HAPPENED TO BE ACR Y WHO WAS PROCEEDING TO HIS GATE. I HAD STOPPED AT THE INTXN OF Z AND W TXWY; WAITING FOR Y TO CLR; BUT INSTEAD ACR Y TURNED IN ON W TXWY TAXIED AROUND MY ACFT AND CUT THROUGH OUR GATE AREA TO GET TO HIS GATE (SEE TAXI PATH BELOW). ACR Y PLT ACTED VERY UNPROFESSIONAL IN HIS ATTEMPT TO REACH HIS GATE IN THE PROCESS. HE CAME EXTREMELY CLOSE TO HITTING MY ACFT AND HAD TO LEAVE THE CONFINES OF THE TXWY TO GET AROUND ME. HE HAD NO REASON TO DO WHAT HE DID OTHER THAN GETTING TO THE GATE FASTER. SUPPLEMENTAL INFO FROM ACN 94227: AS WE HELD SHORT OF THE INNER ON 'W'; ALL 3 COCKPIT CREW MEMBERS OBSERVED ACR Y TURN RIGHT ONTO 'W' (HIS TAXI LIGHT WAS ON; LNDG LIGHT'S OFF) AND PASS TO OUR LEFT!? I ESTIMATE THE CLRNC BTWN OUR NOSE AND ACR Y'S LEFT WINGTIP TO HAVE BEEN LESS THAN 5'. IN ADDITION; IT WAS SO CLOSE THAT; AS ACR Y WAS MOVING; THE CAPT OF Y HAD HIS ENTIRE UPPER TORSO STICKING OUT HIS ESCAPE SLIDE WINDOW TO MAKE SURE THAT HIS MANEUVER WOULDN'T SCRATCH ANY PAINT--OR FAR WORSE! FORTUNATELY NO DAMAGE WAS DONE TO US; OR THE UNSTRESSED (?) PORTION OF THE TARMAC. (HE WAS CLEARLY OFF ANY DESIGNATED TXWY; ACCORDING TO OUR S/O; AND AS FAR AS I COULD SEE.) THE TERM 'WILLFUL MISCONDUCT' IS IN ORDER HERE--UNFORTUNATELY!
