Synopsis

ACR CLEARED FOR TKOF BEFORE PREVIOUSLY DEPARTED ACR HAD ROTATED. THE PREVIOUS DEPARTED ACR WAS SUBJECTED TO HEAVY JET BLAST FROM MLG HOLDING PERPENDICULAR TO RWY. OPERATIONAL ERROR.

Narrative

PHX WAS DOWN TO SINGLE RWY OPERATION DUE TO REPAIRS/CONSTRUCTION AROUND RWY 8L. THIS CREATED A LOT OF PRESSURE ON THE TWR CTLRS TO HANDLE THE BACKLOG OF ACFT DURING THIS HEAVY TFC PERIOD ON A BUSY SUN NIGHT. THE PHX CTLRS BY IN LARGE ARE MASTERS AT MAXIMIZING ACFT OPS ON THEIR PAVEMENT. SEPARATES BTWN DEPS AND ARRS ARE OFTEN THE BARE MINIMUM; BUT SAFELY HANDLED. THIS PARTICULAR DEP WAS NOT WELL HANDLED AND 2 HAZARDOUS SITUATIONS DEVELOPED. WE WERE RELATIVELY HVY AND I RECALL A V1 OF 137; VR = 138; V2 = 142. WE; ACR X; HAD ADJUSTED V1 + VR UP A FEW KTS PER MFTR ASSUMED TEMP REDUCED THRUST TKOF PROCS. AS MLG Y ARR CROSSED THE THRESHOLD OF RWY 8R WE WERE CLRED ONTO THE RWY TO HOLD IN POS. AS Y CLRED THE RWY HE WAS INSTRUCTED TO HOLD SHORT OF THE PARALLEL TXWY AND CONTACT GND. WE WERE THEN CLRED FOR AN IMMEDIATE TKOF AND WE COMPLIED. ANOTHER ACR Z WAS THEN CLRED ON TO HOLD. AS WE ACCELERATED THROUGH 110 KTS ACR Z WAS CLRED FOR AN IMMEDIATE TKOF. WE WERE A GOOD 5-8 SECS SHORT OF DECISION SPD WITH ANOTHER ACFT ROLLING DOWN THE RWY BEHIND US! THE CTLR PROBABLY BROKE SOME RULES IN DOING THIS AND I GUESS YOU CAN'T CHANGE PROCS WHEN PEOPLE ARE VIOLATING THE EXISTING ONES! IN THE MEANTIME WE ARE NOW APCHING 130 KTS AS WE PASSED ACR Y. HIS ENGS WERE APPARENTLY NOT AT IDLE AND OUR ACFT YAWED VIOLENTLY AS WE PASSED. IT WAS SUCH A VIOLENT GUST I GOT READY FOR A TIRE FAILURE OR ENG FLAMEOUT FROM THE SUDDEN XWIND; WHILE TRYING TO MAINTAIN DIRECTIONAL CONTROL. FORTUNATELY WE MADE IT; BUT THIS SCENARIO IS BECOMING MORE FREQUENT WITH OUR LACK OF ARPT CAPACITY. I PROPOSE A RULE THAT GIVES RIGHT OF WAY TO ACFT CLRING A RWY OVER THOSE ON TXWYS AND PROHIBITS CTLRS FROM USING A RWY WHILE ANY JETS HAVE THEIR EXHAUST POINTED TOWARD THAT RWY. IT SHOULD BE ILLEGAL FOR A CTLR TO REQUIRE SOMEONE TO CLEAR THE EDGE OF A RWY AND HOLD SHORT OF A TXWY AND ILLEGAL FOR ACFT ON THE GND TO BLOCK ACCESS TO TXWYS FOR ACFT CLRING RWYS. THE EXCEPTION WOULD BE IN AN EMER SITUATION TO AVOID A COLLISION. PLEASE SEND MORE FORMS--THIS IS MY FIRST BUT I AM THANKFUL FOR THE CHANGES I HAVE SEEN AS A RESULT OF THIS PROGRAM.
