Synopsis

LJ45 flight crew reports missing the speed restriction at SILER on the BOWIE 1 arrival to DFW when the iPad chart display is zoomed in pushing SILER of the display. An ATC inquiry alerts the crew and speed is quickly reduced.

Narrative

While on the BOWIE 1 arrival to DFW we inadvertently missed a speed restriction at the SILER Intersection. The weather was VMC. We briefed the arrival and the approach to Runway 36L. Prior to reaching SILER we complied with a speed restriction at DEBBB (280 KTS) and JOVEM (250 KTS and 11;000 FT) with no difficulty. I; the Pilot Flying; specifically remember briefing the previously mentioned speed and altitude restrictions. However; both the Pilot Flying and pilot not flying did not see the 210 KT speed restriction at SILER. We were queried by ATC south of SILER about our speed; we were about 230 KTS and slowing. ATC's call alerted us to the possibility we were too fast. We quickly slowed to 210 KTS within 1.5 miles. I; the Pilot Flying; scrolled the arrival chart over to the right and noticed the SILER speed restriction at 210 KTS. We continued the arrival and then the visual approach to 36L. After the event; the Pilot Flying and Pilot Not Flying discussed the event and realized that both of us had zoomed in the arrival chart to more clearly read and confirm all the intersections were loaded on FMS's properly. However; we had both left out the part of the plate that showed the speed restriction; this could also be a causal factor in the event. We also realized that had we completely scrolled the chart we would have seen the restriction.

Second reporter narrative

During a descent into DFW while on the BOWIE 1 arrival; both pilots had briefed the approach and noted the crossing restrictions between the UKW VOR and HIKAY Intersection. Both the pilot flying and the pilot not flying used the zoom feature of the iPad to zoom into the part of the UKW1 arrival between these two points. In doing so; the notation of the speed restriction for SILER Intersection was not on the screen. The Approach Controller asked us about our speed and that is when we noticed the omission.All users of electronic charts should restrict the use of any zoom feature; and if that feature is used; the display should be returned to the 'full view' of any chart. Ideally the particulars of the arrival can be reviewed prior to the descent phase of the flight.
