ARTCC RADAR CTLR DESCENDED AN SMT IN ADJACENT ARTCC AIRSPACE WITHOUT COORD.
SMT AT FL240 LRP CBE. THERE WAS TFC CLBING NBOUND ON J220 AND TFC CLBING TO JERES INTXN FOR J211. SMT WAS AT AN ALT TOO HIGH FOR LNDG CBE AND ALSO ON A BAD ROUTE. SHOULD HAVE BEEN ROUTED VIA THS CBE. I DID NOT REALIZE OR KNOW THE ROUTE OF SMT BECAUSE I DID NOT HAVE A FLT PROGRESS STRIP ON ACFT DUE TO THE FACT THAT OUR AREA OF SPECIALIZATION HAS A SHORTAGE OF ASSISTANT CTLRS. MGMNT NEVER PLANNED TO FILL THE SLOTS AS THEY WERE VACATED. NORMALLY DURING BUSY PERIODS WE HAVE 2 ASSISTANTS GETTING STRIPS TO THE SECTORS. NEVERTHELESS; I HAD TO DSND SMT DUE TO TFC AND ALSO GET HIM LOWER FOR HIS ARR TO CBE. THE ACFT WAS DSNDED PREMATURELY AND WAS STILL APPROX 3 MI IN THE ZNY AIRSPACE. THE SECTOR I WAS WORKING HAS A MULTITUDE OF SHELF LINES ON THE RADAR; AND I THOUGHT I HAD CROSSED THE ONE WHERE I OWNED THE ALT TFC AT THE TIME WAS VERY COMPLEX AND MODERATE. THE 'B' AREA OF ZDC IS SHORT OF PERSONNEL; BOTH CTLRS AND ASSISTANTS. B AREA MGMNT HAS NO CONCEPT OF CTLRS HEALTH AND WELFARE NEEDS. MGMNT WILL NOT LISTEN TO OR IMPLEMENT HARDLY ANY CTLR INPUTS RE: TFC FLOW; ETC. MGMNT DOES NOT SOLICIT OR HAVE ANY PROGRAM FOR CTLR INPUT PRIOR TO IMPLEMENTING CHANGES. OUR LCL FAB GROUP USUALLY GETS AN LOA OR OTHER MATERIAL AFTER IT HAS AN EFFECTIVE DATE ON IT AND IS THEN ASKED WHAT THEY THINK ABOUT IT.
