MODERATE EVASIVE ACTION REQUIRED BY ACR-MLG ON DEP CLIMB BECAUSE OF CLOSE PROX OF ACR-MLG ON GO AROUND ON PARALLEL RWY.
ON 11/WED/88 I WAS IN COMMAND OF MLG X ENRTE FROM EWR TO BUF. EVERYTHING WAS ROUTINE AS I TAXIED THE ACFT ONTO RWY 4L FOR DEP. AFTER WAITING A SHORT TIME IN POS THE TWR ISSUED A TKOF CLRNC. IT WAS THE COPLT'S LEG SO HE ADVANCED THE THROTTLES AND BEGAN THE TKOF. MLG X HAD BEEN ISSUED THE STANDARD EWR DEP FOR 4L WHICH REQUIRES A TURN TO 60 DEGS AS SOON AS PRACTICAL. THE ACFT HAD TURNED ABOUT 10 DEGS WHEN MLG Y ADVISED THE TWR THAT HE WAS GOING AROUND FROM RWY 4R. I LOOKED OUT THE WINDOW TO SEE MLG Y JUST A LITTLE AHEAD (ABOUT ONE ACFT LENGTH) AND ABOUT 50-100' ABOVE OUR PRESENT ACFT POS. MLG Y APPARENTLY WAS FLYING RWY HDG FOR 4R AND SEVERAL HUNDRED FT ABOVE THE RWY. THE TWR; UPON HEARING MLG Y ADVISORY OF THE GA; ADVISED MLG X TO TURN TO A 10 DEG HDG. I HAD ALREADY BEGUN TURNING AWAY FROM MLG Y BEFORE HEARING THE NEW CLRNC. FROM THAT POINT ON; THE TWR AND DEP GAVE ADEQUATE ADN SAFE OPERATION. MLG X DID; IN MY OPINION; GET CRITICALLY CLOSE TO THE MLG Y. IT WASN'T; HOWEVER; LET GO FOR TOO LONG SO AS TO REQUIRE AND EVASIVE MANEUVER BY ME OR ANYONE ELSE. THE PROFESSIONALISM OF BOTH THE ATC AND THE AIRLINE SYS PREVAILED ON 11/WED/88.
