PENETRATED CANADIAN RESTRICTED AREA.
DURING VFR FLT BTWN CLM AND FHR MY ACFT INADVERTENTLY PENETRATED CANADIAN RESTR AIRSPACE AREA CYD 102; WHILE IT WAS (APPARENTLY) ACTIVE. THIS AIRSPACE IS LISTED AS 'HOT' 'OCCASIONALLY BY NOTAM' ON MY CF-16 CHART. THE PREFLT BRIEFING; FROM SEA FSS AT APPROX XA AM DID NOT MENTION ANY ACTIVITY IN THIS AREA. DURING THE FLT; AT APPROX XC LCL TIME I WAS IN THE SE CORNER OF THE SPECIAL USE AIRSPACE AND WAS INTERCEPTED AND CIRCLED BY A CANADIAN MIL ACFT--A JET; 2 SEATS; ORANGE WINGTIPS. IT CIRCLED MY ACFT COUNTERCLOCKWISE; STARTING FROM MY 9 O'CLOCK POS AND CONTINUING AROUND TO THAT POINT BEFORE DEPARTING WBOUND. IT DID NOT PRESENT A COLLISION HAZARD. AS SOON AS I OBSERVED THE JET; I SWITCHED MY RADIO TO 121.5 MHZ BUT DID NOT RECEIVE ANY COM FROM THE ACFT. I CONTINUED TO DEST AND LANDED NORMALLY. THROUGHOUT THE FLT MY ACFT WAS SQUAWKING VFR WITH MODE C. AFTER REACHING DEST I TELEPHONED SEA FSS AND INQUIRED AS TO THE STATUS CYD-102. ONCE AGAIN I WAS TOLD THAT THEY HAD NOTAM; EVEN FILED UNDER 'VICTORIA;' STATING THAT THE AIRSPACE WAS 'HOT;' SO THEY WOULD CONCLUDE IT WAS NOT. HOWEVER; AFTER I RELATED MY INCIDENT TO THEM THEY TOLD ME THAT ANOTHER ACFT FLYING THAT SAME ROUTE WITHIN THE SAME TIME HAD ALSO RPTED BEING INTERCEPTED BY CANADIAN MIL ACFT. ON MY RETURN FLT TO CLM AT APPROX XE LCL TIME THAT DAY I STAYED WELL CLR OF THE CYD-102 AREA AND CONTACTED WHIDBEY APCH FOR RADAR ADVISORIES. AFTER ESTABLISHING RADIO AND RADAR CONTACT I INQUIRED AS TO THE STATUS OF MIL OPS IN THE AREA. THE CTLR STATED THAT CYD-102 WAS INDEED 'HOT' TO 7000' MSL; HAD BEEN ALL DAY AND WAS EXPECTED TO REMAIN IN USE FOR THE WK. I ADVISED HIM THAT SEA RADIO HAD NO NOTAM TO THIS EFFECT FOR ADVISORY PURPOSES. HE ACKNOWLEDGED THAT. AFTER I RETURNED TO BOEING FIELD I VISITED THE FSS; COLLECTED THIS FORM AND ASKED IF A NOTAM HAD BEEN ISSUED YET ON THE AIRSPACE. THE FSS STATED; AGAIN; THAT NO NOTAM WAS ACTIVE ON THE AIRSPACE. I CAN ONLY CONCLUDE THAT THE CANADIAN MIL AUTHORITIES INFORMED ATC--BUT NOT FSS--OF THE RESTRICTION. OR PERHAPS CANADIAN FSS WAS INFORMED; BUT NO US NOTAM WAS ISSUED. CYD-102 LIES ON THE US-CANADIAN BORDER AND IS AIRSPACE THAT IS NORMALLY TRANSITED BY ACFT OPERATING BTWN THE OLYMPIC PENINSULA AND THE SAN JUAN ISLANDS. IT WOULD ENHANCE AVIATION SAFETY IF THE CANADIAN AUTHORITIES WOULD NOTIFY THE US FSS WHEN THIS AIRSPACE WAS IN USE. CALLBACK CONVERSATION WITH ATC FAC REPS REVEALED THE FOLLOWING: ARTCC INDICATES THEY RECEIVE INFO ON HOT AREAS ANYWHERE FROM 1 HR TO 15 MINS PRIOR TO START OF ACTIVITY. FSS INDICATES THEY MOST OFTEN DO NOT RECEIVE INFO ON ACTIVITY OF CANADIAN RESTR AIRSPACE; ESPECIALLY THE ONE IN QUESTION HERE; CYD-102. WHEN RECEIVED IT IS APPENDED TO VICTORIA WX RPT. FEEL STRONGLY THAT SOMETHING SHOULD BE DONE. SHOULD ALWAYS BE APPENDED TO WX RPT OR SOME SPECIAL FORMAT DEVELOPED FOR DISSEMINATING INFO AND SHOULD BE ADDRESSED AT LEAST TO THE ADJACENT US FAC. RECOMMENDATION FOR PLTS AT PRESENT IS TO CONTACT VANCOUVER CENTER FOR INFO.
