IFR TRAFFIC INTO LGB VECTORED TO INTERCEPT THE 30 LOCALIZER AT 1600' CAUSING POTENTIAL CONFLICT WITH GA ACFT OPERATING ALONG THE SHORELINE AT 2000'.
COAST APCH ROUTINELY VECTORS AND DESCENDS HVY JET TFC TO 1600' MSL OUT OVER THE WATER; 1-3 MI FROM THE SHORELINE; AND PLACES THEM ON A HDG OF 010 DEGS TO 330 DEGS TO INTERCEPT THE LOC FOR RWY 30 ILS APCH TO LONG BEACH. THE INTERCEPT IS ABOUT 3 NM OUTSIDE THE MARKER (BELLA). THERE IS CONTINUOUS ITINERANT TFC ALONG THE SHORELINE AT ALL ALTS; MAINLY AROUND 2000' AS IT IS UNCONTROLLED AIRSPACE. THERE IS A HIGH PROBABILITY FOR A MID AIR BECAUSE COAST DOESN'T RPT ALL THE TFC AND THE PLTS CAN'T SEE ALL THEY SHOULD. I PERSONALLY HAVE BEEN AT 1600' SQUAWKING 1200 WITH MODE C; LISTENING ON THE APPROPRIATE FREQ 124.65 MHZ AND HAD TO TAKE ACTION TO AVOID AN MLG. AT NO TIME DID COAST APCH POINT US OUT AS TFC. I HAVE CALLED THE SUPVR AT COAST TRACON AND WAS ADVISED TO WRITE A LETTER TO AN FAA FSDO OFFICE. THE WHOLE SITUATION IS STUPID AND DANGEROUS. THERE IS NO REASON THAT TFC CANNOT BE DSNDED TO 3000' TO INTERCEPT FARTHER OUT. COAST DOES THIS FOR TFC INBND FROM THE DESERT AND ALL HEAVY JET TFC INBND TO ORANGE COUNTY IS KEPT AT 3000' UNTIL BASE LEG IF IT'S A VISUAL TO RWY 19R AT SNA OR 4000; THEN 3000' FOR THE ILS. I WILL BE HAPPY TO PARTICIPATE IN ESTABLISHING CORRECTIVE ACTION. I URGE SOMETHING BE DONE. CREATING AN ARSA OR TCA IS NOT THE ANSWER IN CASE ANYONE HAS THE USUAL IDEAS.
