TO THE FEDERAL AVIATION ADMINISTRATION: Review intersecting runway operations at all airports served by scheduled air carriers. The review should determine, for instrument and visual operations, if a formal restriction on clearing departing aircraft for takeoff when an arriving aircraft is a specified distance from the threshold would reliably provide safe separation between arriving and departing aircraft on intersecting runways.
