TO THE FEDERAL AVIATION ADMINISTRATION: Amend FAA Order 7110.65, "Air Traffic Control," paragraph 10-2-5, "Emergency Situations," to include as emergencies (1) inadvertent entry into instrument meteorological conditions (IMC) by a visual flight rules aircraft and (2) in-flight failure of attitude instruments needed to operate safely in IMC if the affected aircraft cannot remain in visual meteorological conditions for the remainder of its flight.
