TO THE FEDERAL AVIATION ADMINISTRATION: Provide U.S. air carriers operating under 14 Code of Federal Regulations Part 121 access to Terminal Doppler Weather Radar, at airports where the system is available, and access to the Weather Systems Processor, when it becomes available, so that their flight dispatch offices can use this information in planning, releasing, and following flights during periods in which hazardous weather might impact safety of flight.
