TO THE FEDERAL AVIATION ADMINISTRATION: Modify the certification regulations, policies, or procedures to ensure that new horizontal stabilizer trim control system designs are not certified if they have a single-point catastrophic failure mode, regardless of whether any element of that system is considered structure rather than system or is otherwise considered exempt from certification standards for systems.
