TO THE FEDERAL AVIATION ADMINISTRATION: Require helicopter manufacturers to develop helicopter-specific guidance (based on the helicopter’s demonstrated capability to withstand a specific level of bird-strike impact energy) that will assist pilots in devising precautionary helicopter operational strategies for minimizing the severity of helicopter damage sustained during a bird strike, should one occur, when operating in areas of known bird activity.
