NTSB Safety Recommendation — Aviation
Recommendation text
TO THE FEDERAL AVIATION ADMINISTRATION: Work with the Coast Guard to resolve conflicts between (a) the existing Federal Aviation Administration special provision that gives aircraft right-of-way over parasailing vessels, and (b) the existing international and inland navigation rules that imply that parasailing vessels are restricted in their ability to maneuver and, therefore, should have the right-of-way.
In plain language (FlightFinder summary)
The Federal Aviation Administration is asked to collaborate with the Coast Guard to address a conflict between an FAA special provision that grants aircraft the right-of-way over parasailing vessels and international and inland navigation rules that suggest parasailing vessels, being restricted in their ability to maneuver, should have the right-of-way.
This plain-language summary is written by FlightFinder to explain the recommendation above. It is not the official wording — the verbatim NTSB text is quoted above.
