TO THE FEDERAL AVIATION ADMINISTRATION: Revise the Air Traffic Organization’s initial event response procedures so that an appropriate on-site supervisor makes each postaccident and postincident drug and alcohol testing determination, based on their assessment of whether the event meets testing criteria and which controllers had duties pertaining to the involved aircraft, without needing to wait for investigation or approval.
