TO THE UNITED STATES ARMY: Revise the method for allocating resources to ensure the development of a robust safety management system that will, at a minimum, identify and monitor the potential for midair collisions between Army aircraft and civil air traffic operating in the National Airspace System.
In plain language (FlightFinder summary)
The United States Army is asked to change how it allocates resources so it can build a strong safety management system. That system must at least identify and monitor the risk of midair collisions between Army aircraft and civilian air traffic in the National Airspace System.
