IN VIEW OF THE FOREGOING, THE BOARD RECOMMENDS THAT PROCEDURES BE ESTABLISHED WHEREIN DESCENDING AIRCRAFT WHICH WILL PENETRATE THE FLOOR OF POSITIVE CONTROL AIRSPACE BE REQUIRED TO REPORT LEAVING THE APPROPRIATE LOWEST FLIGHT LEVEL (FL 180 OR FL 240) IN ORDER THAT THE CONTROLLER MAY BE ALERTED TO THE POTENTIAL OF CONFLICTING VFR TRAFFIC OPERATING IN THE LOWER AIRSPACE STRATA ALONG WITH THE DESCENDING KNOWN AND CONTROLLED TRAFFIC.
