IN LIGHT OF THE ABOVE ACCIDENT RECORD, AND THE SUBSTANTIAL INCREASE IN THE CONSTRUCTION AND SALE OF THESE KIT-TYPE AIRCRAFT, WE ARE OF THE OPINION THAT THERE IS A NEED FOR STRICTER FAA REGULATORY CONTROL OVER THE DESIGN, CONSTRUCTION, MAINTENANCE, AND OPERATION OF THESE AIRCRAFT. WE HAVE NOTED IN THE FEDERAL REGISTER OF MAY 7, 1968, YOUR INTENTION TO REISSUE A NEW NOTICE OF PROPOSED RULE MAKING, CONCERNING AIRWORTHINESS STANDARDS FOR AMATEUR-BUILT AIRCRAFT, AND RECOMMEND THAT THIS BE PROMULGATED AS EXPEDITIOUSLY AS POSSIBLE IN VIEW OF THE PRESENT ACCIDENT TRENDS. THE BOARD'S STAFF IS AVAILABLE TO GIVE ANY ASSISTANCE IT CAN IN ORDER TO EXPEDITE THIS REGULATORY ACTION.
