(1) AMEND THE FEDERAL AVIATION REGULATIONS (FAR'S) TO REQUIRE REPORTING OF ADDITIONAL FLIGHT SAFETY INCIDENTS AND DELETE FROM THE REGULATIONS THE OPERATORS' OPTION TO FILE SUCH REPORTS. (2) ESTABLISH REQUIREMENTS FOR REPORTING OF OPERATIONAL INCIDENTS, PARTICULARLY THOSE INVOLVING THE AIR TRAFFIC CONTROL SYSTEM. (3) PROVIDE FOR INPUT OF MECHANICAL INTERRUPTION SUMMARY DATA INTO THE MAC COMPUTER SYSTEM. (4) IMPROVEMENT OF RISK FACTOR ASSIGNMENT CRITERIA AND EVALUATION, AND INCLUSION OF THESE DATA INTO THE COMPUTER PROGRAM WITH READILY AVAILABLE RETRIEVAL CAPABILITY.
