THE NTSB RECOMMENDS THAT THE FEDERAL AVIATION ADMINISTRATION: ESTABLISH THE LOCATION(S) AND METHOD OF MOUNTING A FIXED-TYPE ANTENNA(AE) EXTERNALLY TO AN AIRCRAFT SO THAT THE ELT WILL PROPERLY OPERATE CONSISTENT WITH THE RTCA-SC 127 REVISED MINIMUM PERFORMANCE STANDARDS; INCLUDE THIS IN THE TECHNICAL STANDARD ORDER WHICH WILL INCORPORATE THE RTCA-SC 127 REVISED MINIMUM PERFORMANCE STANDARDS ON ELT'S.
