NTSB Safety Recommendation — Aviation

Recommendation text

THE NTSB RECOMMENDS THAT THE FEDERAL AVIATION ADMINISTRATION: CONVENE A MULTIPLE EXPERT OPINION TEAM TO EVALUATE THE FLIGHT CHARACTERISTICS AND HANDLING QUALITIES OF SERIES 20 LEARJET AIRCRAFT, WITH AND WITHOUT SLOW FLIGHT MODIFICATION, AT BOTH LOW- AND HIGH-SPEED EXTREMES OF THE OPERATIONAL FLIGHT ENVELOPE UNDER THE MOST CRITICAL CONDITIONS OF WEIGHT AND BALANCE (AND OTHER VARIABLE FACTORS) AND TO ESTABLISH THE ACCEPTABILITY OF THE CONTROL AND AIRSPEED MARGINS OF THE AIRCRAFT AT THESE EXTREMES. (URGENT)

In plain language (FlightFinder summary)

The FAA is asked to assemble an expert opinion team to evaluate the flight characteristics and handling qualities of Series 20 Learjet aircraft, with and without slow flight modification, at the low- and high-speed extremes of the operational flight envelope under the most critical weight and balance conditions. The team must also establish whether the aircraft's control and airspeed margins at these extremes are acceptable. This recommendation is marked urgent.

This plain-language summary is written by FlightFinder to explain the recommendation above. It is not the official wording — the verbatim NTSB text is quoted above.
