BASED ON INFORMATION CONTAINED WITHIN SPECIAL INVESTIGATION REPORT NTSB-SIR-81-6, THE NTSB RECOMMENDS THAT THE FEDERAL AVIATION ADMINISTRATION: DIRECT FACILITIES WHOSE AIRSPACE IS CONFIGURED IN A MANNER SIMILAR TO THAT OF ATLANTA TOWER'S (I.E., A "FEEDER" CONTROLLER WORKING TWO CORRIDORS WHICH CONVERGE AT THE EDGE OF THE NEXT CONTROLLER'S AIRSPACE) TO REVIEW AND ESTABLISH PROCE DURES AS NECESSARY TO PROVIDE ALTITUDE SEPARATION UNTIL LONGITUDINAL SEPARATION IS ASSURED.
