THE NTSB RECOMMENDS THAT THE FEDERAL AVIATION ADMINISTRATION: IN ADDITION TO RECENT EFFORTS TO REDUCE SCHEDULED IFR TRAFFIC NOW OPERATING UNDER NATIONAL FLOW CONTROLS, IMPLEMENT ADDITIONAL CONTROLS BOTH AT THE NATIONAL AND FACILITY LEVELS WHICH WILL REDUCE CONTROLLER AND FACILITY WORKLOADS BY LIMITING NON SCHEDULED IFR OPERATIONS AND AIR TRAFFICE CONTROL AND DISCRETIONARY SERVICES BEING PROVIDED TO VFR OPERATIONS.
