THE NTSB RECOMMENDS THAT THE FEDERAL AVIATION ADMINISTRATION: IMMEDIATELY REVIEW THE INFORMATION PROVIDED BY AIR CARRIER OPERATORS TO FLIGHTCREWS ENGAGED IN COLD WEATHER OPERATIONS TO ENSURE COMPREHENSIVE COVERAGE OF ALL ASPECTS OF SUCH OPERATIONS, INCLUDING THE EFFECTS OF A RUNWAY CONTAMINATED BY SNOW OR SLUSH ON TAKEOFF, AND METHODS TO BE USED TO OBTAIN MAXIMUM EFFECTIVENESS OF ENGINE ANTI-ICE DURING GROUND OPERATIONS AND TAKEOFFS.
