BECAUSE ACCIDENTS INVOLVING LOSS OF CONTROL DURING EMERGENCY PARTIAL PANEL OPERATIONS ARE CHARACTERISTICALLY FATAL AS EVIDENCED BY THE FIVE ACCIDENTS CITED, THE SAFETY BOARD BELIEVES THAT A SPECIAL EFFORT IS WARRANTED TO REDUCE THE NUMBERS OF SUCH ACCIDENTS. THEREFORE, THE NTSB RECOMMENDS THAT THE FEDERAL AVIATION ADMINISTRATION: CONDUCT AN ENGINEERING EVALUATION TO DETERMINE THE FAILURE MODE AND DESIGN ADEQUACY OF AIRCRAFT VACUUM PUMPS PRODUCED BY THE AIRBORNE MANUFACTURING COMPANY AND THE EDO-AIRE MANUFACTURING COMPANY.
