TO THE FEDERAL AVIATION ADMINISTRATION: Require that full certificate airports have a plan for periodic inspection of dry runway surface condition which includes friction measuring operations by airport personnel or by contracted services and which addresses the training and qualification of operators, calibration and maintenance of the equipment, and procedures for the use of the friction measuring equipment.
