THE NTSB RECOMMENDS THAT THE FEDERAL AVIATION ADMINISTRATION: AMEND AIR TRAFFIC CONTROL PROCEDURES TO REQUIRE THAT CONTROLLERS DISSEMINATE "POOR" AND "NIL" BRAKING ACTION REPORTS PROMPTLY TO AIRPORT MANAGEMENT AND TO ALL DEPARTING AND ARRIVING FLIGHTS UNTIL AIRPORT MANAGEMENT REPORTS THAT THE BRAKING ACTION IS "GOOD". (Supersedes Safety Recommendations A-74-119 through -121 and A-76-136 and -137)
