THE NTSB RECOMMENDS THAT THE FEDERAL AVIATION ADMINISTRATION: REQUIRE THAT AIRPLANE MANUFACTURERS AND AIR CARRIERS PROVIDE ADVISORY INFORMATION AND RECOMMENDED PROCEDURES FOR FLIGHTCREW USE DURING A LANDING APPROACH WITH THE AUTO THROTTLE SPEED CONTROL SYSTEM ENGAGED WHEN THERE IS A DISPARITY BETWEEN THE MINIMUM SPEED THE AUTOTHROTTLE SPEED CONTROL SYSTEM WILL ACCEPT AND THE FLIGHT MANUAL REFERENCE SPEED.
