TO THE FEDERAL AVIATION ADMINISTRATION: Revise the criteria for lifting restrictions on air traffic control services to postpone planned increases in air traffic volume and services at facilities until sufficient controllers are trained and qualified and have gained sufficient experience to allow supervisors and key staff members to resume direct first-line supervision and oversight of operations. (Superseded by A-84-120)
