THE NTSB RECOMMENDS THAT THE FEDERAL AVIATION ADMINISTRATION: REEVALUATE AD 76-08-04, AD-76-20-07, AND BELLANCA SERVICE LETTER NO. 87A IN CONJUNCTION WITH THE MANUFACTURER. SUPPLEMENTAL INSPECTION METHODS OR TECHNIQUES SHOULD BE INCORPORATED IN THESE REQUIREMENTS AS NECESSARY TO PROVIDE FOR A ROUTINE INSPECTION OF THE BELLANCA AIRPLANES' WING STRUCTURE. THE INSPECTION SHOULD BE ABLE TO BE PERFORMED RELIABLY EVEN BY MAINTENANCE PERSONNEL WHO DO NOT SPECIALIZE IN WOOD CONSTRUCTION.
